Bids for construction projects offered by city, county or state governments can vary in complexity, but almost all of them are more involved than a bid for work from a private client. County construction bids require the bidder to be in compliance with numerous state and federal laws, as well as any requirements put on by the county itself.

County construction bids may have a number of requirements private jobs do not. These could include requiring the contractor to hire a percentage of subcontractors from a pool of female or minority-owned small businesses, in order to meet certain guidelines. There may also be additional requirements for environmental testing that would not be found in private projects; the schedule for the project may already be laid out by the county in advance, cutting down the amount of wiggle room the contractor has when presenting their bid.

Once the county construction bids have been reviewed and the "recommendation" is made by the staff to select the lowest bidder, county commissioners then vote on and approve the awarding of the contract to the low bid contractor.

County construction bids can require great amounts of paperwork and can be very extensive. The work required by law on county construction bids means they frequently require more time to be spent on them than other bids for private projects. Ironically, a lot of the work becomes moot once the contractor's price is put down on the page, as it will trump all other considerations.
