Yes, it is the water steam which could be called ‘hydrogen reformer’ because it is the compound which makes it possible the ordinary fuel to turn into hydrogen- fuel of much better quality and giving more advantages also. Now, you are going to find out what happens at a molecular level: the ordinary fuel which will not use any more (no matter whether it is natural gas or diesel) contains hydrocarbon molecules which interact with the water molecules. Since not liquid water but steam is used, the high temperature makes the whole process possible by catalyzing it. As you realize the water steam plays a double role since it interacts with the hydrocarbon molecules but is a catalyst also because of the high temperature.

The only disadvantage of the hydrogen reformer process is that the vehicle, no matter if it is a car or a bus, will not be able to use the energy within the first 15 minutes. Yes, it would be kind of inconvenient to wait 15 minutes but that problem will certainly be worked on and sorted out in the next few years. What we all should be grateful for is that the first signs of the hydrogen’s power’s importance already appeared.
